Why Irvine re-roofs differ from older Orange County cities
Irvine’s housing is young for Orange County. Census figures (American Community Survey, 2020-2024) put the median Irvine home at 2002: about 53% of homes were built in 2000 or later and about 21% before 1980. Two different roof jobs follow from that:
- Homes from the 1970s and 1980s: an original roof here is now 35 years old or more. These are usually full replacements, often with decking to repair once the old layers come off.
- Homes from the 1990s and 2000s usually need inspection and targeted repair first: cracked or slipped tiles, worn underlayment at valleys and eaves, and flashing around vents, chimneys and solar mounts.
An Irvine job from our project records shows what an inspection can turn up. A free roof inspection on a roof more than 30 years old found a hole that reached all the way down to the old wood shake. The work was a complete plywood re-deck and an Owens Corning Duration Cool roof system.
What drives the cost of a re-roof in Irvine
Two Irvine homes of the same size can need very different work, so we explain the factors rather than quote a figure here:
- Size and pitch: a larger or steeper roof takes more material and more labor.
- Layers to remove: each old layer adds tear-off and disposal work.
- Decking: damaged wood found after tear-off, like the hole in the job above, is replaced before the new roof goes on.
- Material and code: a Class A covering in a fire zone and a cool-rated product where the energy code calls for one (below) narrow the choices.
- Solar panels: panels on the roof have to come off and go back on for a re-roof.
- HOA approval: an association may limit materials and colors, which can rule out some lower-cost options.

Getting a reroof permit in Irvine
A residential reroof is one of the permit types Irvine issues through PermitsDIRECT!, the city’s online permit platform. The city says the platform checks code compliance and issues eligible permits in real time, so licensed contractors and homeowners can apply and pay online without a trip to the Irvine Civic Center at 1 Civic Center Plaza.
No-plan-check permit applications now go through PermitsDIRECT!, while inspections and permit questions still run through the city’s Irvine Permits site. Ask your contractor which permit your re-roof needs and who books the city inspections. Once the final inspection passes, the finaled permit is a record you can show when you sell the house.

Title 24 cool roof rules for sloped roofs in Climate Zone 8
About 88% of Irvine’s land is in California Building Climate Zone 8 and about 12% in Zone 6. Under the 2025 Energy Code (permit applications on or after January 1, 2026), replacing more than half of a sloped roof in Zone 8 calls for a cool roof product: an aged solar reflectance of at least 0.20 and a thermal emittance of at least 0.75, or an SRI of at least 16.
The code counts these as equivalent, so a home that has one of them does not need the reflective product:
- ceiling insulation of at least R-38 (or a ceiling U-factor of 0.025 or lower);
- a qualifying radiant barrier in the attic;
- R-2 or more of continuous insulation above or below the roof deck;
- a roof weighing at least 25 pounds per square foot, which covers many heavy tile roofs.
Flat sections in Zone 8 have stricter rules: a reflectance of at least 0.63 (or SRI 75) and, unless an exception applies, continuous insulation of R-14. Ask which rule applies to your roof before you pick a color or a product.
Fire zones, Class A coverings and your HOA
CAL FIRE’s 2025 Local Responsibility Area map, as recommended by the State Fire Marshal, places about 25% of Irvine’s land area in a Very High Fire Hazard Severity Zone and about 10% in a High zone, mostly on the city’s eastern side and the hills that border open space. In a Very High zone designated by CAL FIRE or by the city, California Health and Safety Code 13132.7 requires a Class A roof covering when more than half of the roof is replaced within one year. A city that has adopted the State Fire Marshal’s model ordinance follows that ordinance instead, and the percentages above come from the State Fire Marshal’s recommended map, so confirm the zone the city has adopted for your address.
The same section speaks to HOAs: an association cannot require a roof that breaks this rule, and in a Very High zone its governing documents must allow at least one Class A roof type. If your community has architectural guidelines, bring the approved material and color list to the inspection, and ask which fire and energy rules apply before you submit the request to your association.

Tustin: entirely in Climate Zone 8, where the median home dates from 1983 and most of the city sits outside any wildland fire zone.
Lake Forest: about a third of the city’s land is in a Very High fire zone. Here we replaced a 3,500 sq ft wood shake roof with Boral lightweight tile in a split-shake profile, so the owner kept the wood look and brought the roof up to code.
Mission Viejo: a median home from 1979, about 93% of the city in Climate Zone 8, so the sloped-roof cool roof rule above applies to most re-roofs there, and about a fifth of its land in High (12%) or Very High (7%) fire zones. On a home with solar panels, plan the re-roof and the panel removal and reinstall as one job.
Rancho Santa Margarita: the youngest town on this list (median home 1992), and about two-thirds of its land is in a Very High fire zone, so many re-roofs there fall under the Class A rule above.
