Same-day express reroof permits in Santa Ana
Santa Ana’s Planning and Building Agency (20 Civic Center Plaza) issues permits that need no plan check as Same Day Express Permits, at its permit counters and through its online permit portal. “Reroof (like-for-like)” is on the city’s list for both residential and commercial buildings. Eligible residential properties are single-family homes, townhomes, condominiums and duplexes.
Like-for-like is the key phrase: replacing shingles with shingles is the simple case. The express list names only like-for-like reroofs, so if you plan a change of material or structure, ask the city whether it needs plan check before you count on a same-day permit. The city moved to a new Accela permit portal effective July 1, 2026.
Historic homes and special districts need more than an express permit
The express route is closed to some Santa Ana addresses. The city lists these as not qualifying:
- properties on the local historic register;
- historically “contributive” properties;
- properties in a historic district;
- properties in the SD-19 and SD-40 zoning districts.
If your home is in one of these groups, the re-roof goes through review, and the city’s Historic Preservation program may weigh in on the look of the new roof. Check your status on the Planning Division’s historic preservation pages before you settle on a material or color, and tell us at the inspection so the estimate and the schedule account for it.
Shallow roofs: where shingles stop and a flat roof system starts
California’s Energy Code draws the line at a 2:12 pitch (2 inches of rise per 12 inches of run). Anything flatter is a low-sloped roof; 2:12 and steeper is a steep-sloped roof. One house can have both: a pitched main roof with a nearly flat porch, patio or addition.
A recent Santa Ana project had that mix. The main roof got Owens Corning Duration Cool shingles in Amber with improved attic ventilation. The 2:12 section got a double layer of underlayment under the shingles, and the flat areas got a Polyglass cool roof membrane instead of shingles. That double layer is a code rule, not an upgrade: the 2025 California Residential Code (Section R905.2.2) allows asphalt shingles down to a 2:12 pitch but requires double underlayment on slopes from 2:12 up to 4:12.
What sets the price of a roof in Santa Ana
We do not publish prices, because two Santa Ana houses of the same size can need very different work. These are the factors that move a quote:
- Layers to remove: an older house may carry more than one layer, and each layer adds tear-off and disposal work.
- Decking: damaged or spaced boards found after tear-off are replaced before the new roof goes on.
- Flat sections: a low-slope area needs its own membrane system and must meet the cool roof rule below.
- Material: shingle, tile, metal or a flat system, and the underlayment each one needs.
- Permit route: a same-day express permit or a plan-check review (for historic properties or a change of material).
- Ventilation: adding or correcting attic vents is a small line item that protects the new roof.
You receive a detailed estimate before work begins, so you can see how these factors apply to your roof. For the full replacement process, see roof replacement; for a leak or a few damaged areas, start with roof repair.
Climate Zone 8 and the reflective roof rule
About 91% of Santa Ana is in California Building Climate Zone 8. When more than half of a roof is replaced under the 2025 Energy Code, sloped roofs in this zone need a cool-rated roofing product (aged solar reflectance of at least 0.20, or an SRI of at least 16) unless the house qualifies for one of the code’s exceptions.
Flat roofs in Zone 8 need a highly reflective surface (0.63, or SRI 75) and roof insulation as well: continuous insulation of R-14 (Table 150.2-F of the code), unless the existing roof already has enough insulation or another exception applies.
Santa Ana’s land is entirely outside CAL FIRE’s wildland fire hazard zones on the 2025 map, so the Very High-zone Class A rule does not drive material choice here.

Garden Grove and Orange
Garden Grove: an older housing stock, with a median home from 1965 and about 77% of homes built before 1980. On one 1950s Garden Grove house we tore off three layers of old roofing, shingles over wood shake, re-decked the roof in plywood and installed Owens Corning Duration Cool shingles in Mojave. Another Garden Grove home got a Polyglass modified bitumen flat roof alongside new shingles.
Orange: a median home from 1973, and about 22% of the city’s land in a Very High fire hazard zone on CAL FIRE’s 2025 map. Older homes face the same layer and decking questions as Santa Ana, while homes in the Very High zone may need a Class A roof covering. Our work in Orange includes an Owens Corning cool roof shingle installation.
