Does a Simi Valley re-roof need a cool-rated product?
When more than half of the roof is replaced, yes. Every ZIP code area that overlaps Simi Valley on the Census Bureau’s 2020 ZIP-to-place file (mainly 93063 and 93065, with small edges in 93021 and 91311) is in building climate zone 9 on the California Energy Commission’s ZIP code table. In zone 9, a pitched re-roof of more than half the roof needs a product with an aged solar reflectance of 0.20 and thermal emittance of 0.75, or an SRI of 16, under section 150.2(b)1I of the 2025 Energy Code. A house can skip that minimum if it has R-38 or better ceiling insulation, a qualifying radiant barrier, no ducts in the attic (allowed as an exception in zone 9), or continuous insulation of R-2 or more at the roof deck.
Flat sections over additions, patio covers and garages have a stricter minimum: an aged solar reflectance of 0.63 and thermal emittance of 0.75, or SRI 75, when more than half of the low-slope roof is replaced. Seams, edges and penetrations are common leak points on those sections, and a repair there does not trigger either minimum.
