Roofing Contractor in Anaheim, CA

Power Roofing is a roofing contractor in Anaheim for roof repairs, shingle and tile re-roofs, flat roofs and full replacements, from the older flatland neighborhoods to Anaheim Hills. A re-roof here needs a city permit, which the Building Division normally reviews over the counter; tile of 6 pounds per square foot or more, or relaying the existing tile, needs a plan check first. The roof inspection is free, and detailed estimates come before work begins.

We also cover the north Orange County and nearby Los Angeles County communities listed below. Our crews work across Los Angeles, Orange and Ventura counties from offices in Los Angeles, Sherman Oaks and Irvine. With over 20 years of experience, we offer high-quality roofing solutions for both residential and commercial properties in Anaheim and surrounding areas. Book a free roof inspection.

Do you need a permit to re-roof in Anaheim?

Yes. Anaheim’s Building Division issues re-roof permits and lists re-roofing among the projects it normally reviews over the counter. Its re-roof bulletin (B820, May 2024) spells out when a job needs more than that:

  • Heavy tile: tile weighing 6 pounds per square foot or more needs a plan check, with stamped engineering calculations showing the structure can carry the new load, framing plans if framing is added, and the tile’s ICC evaluation report number.
  • Relaying the existing tile: also a plan check, with stamped structural observation letters.
  • Layers: no more than one new layer may go over an existing layer of composition (asphalt) or wood shingles.
  • Application: the permit application names the roofing material and the number of squares (one square is 100 square feet).
  • Who can pull it: the owner-builder, a C-39 roofing contractor, or a B contractor under the conditions the bulletin lists. Power Roofing holds both licenses (License: C-39 & General B #1073368).

The city then inspects twice. At the roof sheathing inspection, the inspector confirms there is only one existing layer to be covered, or that new sheathing is installed and nailed properly; dry-rotted and termite-damaged wood should already be replaced, and the roofing materials must be on site with an approved testing agency’s stamp. At the final, the roof is complete, new exposed wood, flashing and vents are sealed or painted, and the debris is gone.

Inspection requests made before 4 p.m. are scheduled for the next workday, and once the permit is finaled the city recommends keeping the signed inspection job card. To see when your roof was last permitted, search the city’s Property Permit Records online before you ask for quotes. The Building Division is at City Hall, 200 S Anaheim Boulevard, Suite 145, and runs its online permit center through Accela.

Two Anaheims: flatland tracts and Anaheim Hills

Most of Anaheim’s housing is decades old. Census figures (American Community Survey, 2020-2024) put the median home at 1973, with about 65% of homes built before 1980 and about 14% built in 2000 or later. In the older neighborhoods the roof question is age: layers, decking and ventilation.

The hills on the city’s east side, in and around Anaheim Hills, are a different job. That is where nearly all of the city’s Very High Fire Hazard Severity Zone land sits on CAL FIRE’s 2025 map (about 18% of Anaheim’s land area), so roof material is governed by fire rules as much as by looks. The whole city is in California Building Climate Zone 8.

Re-roofing a 1960s or 1970s Anaheim house: what to check first

  1. How many layers are up there. The layers show at a roof edge or around a vent. One sound layer over a solid deck can sometimes take an overlay; with two or more layers, the city’s one-layer limit above means a tear-off.
  2. The deck. Soft spots, sagging between rafters and water stains in the attic point to boards that need replacing once the old roof is off.
  3. Attic ventilation. Older houses can have too little intake or exhaust venting, and heat trapped in the attic ages shingles from below. Both re-roofs described below included improved attic ventilation.
  4. The energy code. Replace more than half the roof and the 2025 Energy Code asks for a cool-rated product on sloped roofs in Zone 8 (aged solar reflectance of at least 0.20 or SRI 16), unless an exception applies, such as R-38 ceiling insulation or a heavy roof of 25 pounds per square foot or more.

In Anaheim we installed a 2,900 sq ft overlay with Owens Corning Duration Cool shingles in Amber and improved the attic ventilation. In nearby Fullerton, a 2,200 sq ft roof needed a full tear-off, with Duration Cool shingles in Mojave and better ventilation. See roof replacement for how a tear-off job runs, or roof maintenance if your roof has years left and you want to keep it that way.

Class A roofs in Anaheim Hills

In a Very High Fire Hazard Severity Zone designated by CAL FIRE or by the city, California Health and Safety Code 13132.7 requires the entire roof covering to be at least Class A when more than half of the roof is replaced within one year. Where a city has adopted the State Fire Marshal’s model ordinance, that ordinance governs instead. The share above comes from the State Fire Marshal’s recommended map, so look up your address on CAL FIRE’s Fire Hazard Severity Zone viewer and confirm the zone the city has adopted before choosing a material.

Class A ratings come from fire testing of the roof assembly, so the underlayment and installation have to match the listing. Tile, metal and many asphalt shingle products have Class A assemblies. Whoever you hire, ask for the Class A assembly in writing. If your home still has wood shake, that roof deserves the first look: in nearby Lake Forest we replaced a wood shake roof with lightweight tile so the owner’s roof was up to code.
